Thank you for your inquiry on your Craftsman Lawn Mower, Model: 917.377795. From reviewing the details on your model, In general pulleys should normally turn freely when the belt is not engaged. A squealing noise indicates that it is sticking and may seize up. If you have an electric clutch, the pulleys usually will turn freely if the belt is off. If you have a manual clutch (engage blades with a lever) then I would say that the blade brake on the free spinning side is faulty. 

Safety Warning: Before beginning the repair, disconnect the direct power supply to the lawn mower to prevent the risk of injury or any electrical shock.

Thank You for choosing Sears PartsDirect.com. Glad to help out. Im looking at your model number 917.377795 and it is possible that the lever must be pushed all the way down as if engaging the blade. If the part was ordered from Sears it will be the correct part and a manufacturers original part and will fit the machine. Sometimes also pulled on the tip also may help. I did look for a manual for this repair but was unable to locate one. Sometimes doing a search on youtube on the issue will have some videos.

For anybody else having this issue, this tip by the experts won't help you and it doesn't work. Trust me! So, how do you do it? Open the cable housing. Once you do that, you will have as much cable length as you want. Once you have it snaked beneath the deck, you close up the cable housing. This will take you about 10 mins as opposed to the expert suggestion above....eternity! Also, I posted this question about 19 days ago, and just got a response today.
