You could have a problem with the rewind starter assembly. A seized up engine would also prevent the starter roper from moving. Check the blade on the bottom of the motor to make sure that it is not bound up on an obstruction. 

 

If your rewind starter is jammed, then you may be able to work it free or replace it. This may fix your problem.

 

If the engine is seized, then you will probably need to have the mower repaired (or replace it). You can carry the mower into your nearest Sears Repair Center or Sears Store for service. Once you free up that starter or engine, then you may still have a problem with the spark if the mower will not start. You will not be able to check that spark plug until you can spin the engine.

Thank you for your question.

I am sorry you are having a problem with the mower. We do not have written instructions for replacing the mower housings. I will cover the basics of what has to be done. If you decide to attempt to do this repair, I recommend taking pictures as you remove parts. The pictures might come in handy when you reassemble the mower.

First, disconnect the spark plug wire. Then tip the mower so the air filter is up. Next, remove the blade and the bolts securing the engine to the housing. This is a good time to have a helper. While they hold the engine, you can remove the bolts. Once the engine is off disconnect the starter rope from the holder and remove the cables. Now tip the mower over and support it on blocks of wood. Next, remove the wheels and set them aside. You can now work on removing the adjuster assembly. Once it is off you can remove the drive. When reassembling the mower do the steps in reveres.
