The screws are most likely Torx type screws. The hold in the bolt head looks almost like an asterisk. You can buy a set of bits that will fit these types of screws/bolts at practically any tool supplier. They can be bought in much the same way that Allen screw wrenches can be bought (sets, alone, folding sets, etc�). I have attached a photo of some screws that are Torx along with a bit so you will know what you're looking for. If your situation does not look like this, it could be reversed Torx, where instead of a star type hole in the head, the end is like a star shape where the bit/wrench would need to have the hole.

I am sorry you are having a problem with the mower. I looked up the engine on your mower. The starter pulley on this model is not easily replaced. The reason is the recoil has a spring that can come out and cause seriously damage. If you just need to replace the starter rope, I found a video to show you how to do that. If any other part of the recoil needs to be replaced, I recommend ordering the complete recoil assembly. The part number for the recoil is 590739 and can be ordered from the following link.
