Based upon model 917377550, I do not see that part 146718 is applicable. That part goes to a different model with a different setup. The part you need is 184588, and is being sold as a complete assembly for housing and cable. The housing on your unit is not made to be serviced or the cable being replaced singly, it's only offered as a complete assembly.

what tool do i need to remove oil plug for model 917.377550 12H802-2675-E1 Briggs&stratton Engines

I did look into the model number you have provided and I have found the engine Owner's Manual. Click here to view.  On page 3 it does state how to remove the drain plug and drain your unit.

Thank you for your question as to why the mower will not start.

Since you have already changed the spark plug and the air filter then there are only a few things left to check.

There is no fuel filter on these small engines.

We need to figure out if we have fuel and if we have spark.

Let�s start with the fuel system. Have you put fresh fuel in the fuel tank? Does the primer bulb work to purge and prime the engine? Check to see if the primer bulb is cracked.

You may want to loosen the carburetor bowl nut on the bottom of the carburetor to see if we are getting fuel into the carburetor.

That will also drain out any old fuel that could be causing a starting problem.

If all that checks okay then we need to find out if we have spark to the spark plug.

First check the operator presence bail cable to make sure it is coming off the kill switch down by the motor.

Then pull the spark plug and reconnect the plug to the spark plug wire and ground the metal case of the spark plug to the engine head and pull the engine over to see if we have spark. If you have spark then it is a fuel problem.

If you do not have spark then it could be a bad armature coil or kill circuit that is causing the problem.

Please let me know what you discover and we can continue to troubleshoot with that information.
