You could try cleaning out the carb with carb cleaner but that will only clean out so much of the carb. It could need to be replaced if the air passages cannot be cleaned out.

I know that it can be very frustrating to have issues with your lawn mower. The debris shield is easy to remove. Once you have removed your blade, you have access to the debris shield. Underneath the lawn mower housing, there is one bolt (only bolt mentioned in Owner's Manual). On top of the housing, there are 2 screws that need to be removed. One screw is near the blue fitting for the hose (to clean your mower) and the second screw is inside the battery box. Open the battery box, set battery aside, and remove smaller of 2 screws in this box. DO NOT PRY! and it DOES NOT SNAP!! If you need further assistance, please reply to this thread. The primer hose on most mowers have a hose that connects to the primer and the carburetor.

The primer forces air into the carburetor and draws the fuel from the bowl.
