There could be a few things causing this issue. The battery terminals could be loose, or the battery itself may be defective. You would need to check the battery with a multi meter to see if it has around 12vdc under no load.

There could also be an issue with the fuse. If the fuse has blown, the electric start will not work. Another possibility would be with the charger itself. You can check the charger’s output with a meter and compare it to the reading on the charger itself. I would start with the fuse and battery terminals and see if that solves the issue.

I am sorry to hear of the issue you're having with the drive on the mower. I know how frustrating that is.

If you can manually engage the mower with a stick, then there is something going on with the idler. I would suspect there could be an issue with the cable connection or the return spring. That would be the likely suspect to the issue you're having. If the idler feels stiff, it could need to be cleaned and lubricated as well. I would start there and then check the cable.
