Had the same problem with a snowthrower once, ice was blocking the little vent hole in the gas cap. Try loosening the gas cap first, before taking the carb apart. Good luck.

Knowing that engine like I know that engine, I can almost bet that the carburetor is going to be the problem. You can get some carb/choke cleaner and take the carb down and attempt to clean it out. The carburetor assembly comes off easy enough but I’ve never had much luck getting this particular carb running good once it got bad.

All you need to do is remove the bottom of the carb and clean it out with the carb cleaner and a rag. Then spray out any jets that can be seen with the bottom off. While you have the bottom removed, spray down into the throat of the carb and allow the cleaner to run down through the carb to carry out any debris.

Once you have everything cleaned up on the carb, put the bottom back on and you should be back in business. It may take cleaning it out like that a couple of times. It sounds like maybe the mower up stored with some gas in it; that can cause the fuel to breakdown and varnish the inside of the carburetor.
