Thank you for your question.

I am sorry you are having a problem with the mower. I have posted an image below that shows how to adjust the high speed on theses engines. Just click on the image to enlarge it. Then determine which set up is closest to yours. Before you start making adjustments, make sure the throttle linkage is connected correctly and that the throttle plate move freely. If everything looks like what is imaged go ahead and make the adjustment. If the engine still races after you make the adjustment, I suspect the problem is with the governor. If you had not loosened the governor lever, the problem is inside of the engine.

I will be happy to assist you. I have looked up the model number you have submitted. The after market recoil does not have the rope stop. The reason is they would slide down the rope and cause issues with the rope retracting. If you happen to have the old rope, you can remove the old rope stop and install it onto the new recoil. To remove the old rope stop use a pair of pliers to hold the rope stop. Then use a flat blades screwdriver to open the old rope stop. To install it on the new rope put the stop where you would like it position and crimp it around the rope with the pliers.
