Pull the spark plug and plug it back into the lead. Use insulated pliers to hold the threaded base against the head. Have someone pull the cord as if to start, watch the tip of the plug and see if there is spark when the rope is being pulled. If there is no spark then there is a problem with the ignition coil or the kill switch.

If there is spark when you test it then I suspect there may be a fueling problem. Remove the air filter and spray some carb cleaner down the throat of the carburetor and immediately pull the cord to see if the engine will start. If it starts but dies pretty quick then there is a problem with the carburetor. If the engine still does not start then there may be something else going on with the mower and you'd really need to have it inspected by a technician to determine the cause.

I am having the same problem. Did you gap the spark plug to .030? I bought a new spark plug (E3.10) at my local Sears lawn & garden department and thought it can pre-gapped but it did not! Once this was done and the new plug put in, my mower started with the pull cord. I still don't know why the electrical key system won't work. I am not getting anything when I turn the key. I had already replaced the charger. The fuse is good but I may have a bad battery. I am not sure how to determine if it's the battery or the replacement charger has gone bad. But at least I can get the mower to run manually. Good luck!
