I am sorry to hear of the issue you're having with the self-propel on the mower. I know how frustrating that is.

Since you've replaced the drive cable and the belt, I would recommend checking the cogs on the inside of the wheels. The pinion gear will ride on teeth or cogs inside of the wheel. If these are stripped or worn, there will be no movement. This happens more often when the wheel adjuster bearing needs replacement and there is play in the pinion gear. 

If the wheels check out, make sure the idler for the belt is putting proper tension on the belt when the drive is engaged. If not, there could be an issue with the cable. Start the mower and engage the drive. Check to see that the pulley is moving, and see if the shafts of the gearcase are moving. If the gearcase shafts are not moving, but the pulley is spinning, there is likely an internal gearcase issue.
