The spring can stretch with usage. Put the mower on stands and remove the wheels. Then engage the drive and see if he gears move. If not there could be an issue with the gear box.

The front drive wheel 150340 is no longer being made, but it was the original wheel for the mower. The manufacturer has since changed that discontinued wheel to 193144, which is a manufactured substitution for the original wheel.  The drive wheel 71-33790 belongs to a different model and wouldn't be recommended as a replacement for this model number. 

To get the most use and life out of the wheel, it's recommended to also replace the pinion gear that rides on the inside of the wheel. The reason being is that if you put a new wheel with new cogs onto an old gear with worn teeth, that pinion gear will eat into the new wheel, causing premature wear.

Secondly, with all self propelled mowers, you will need to release the drive when you are making corners, or that will also chew up the wheels. If you leave the drive engaged when making corners, just lift up on the front wheels. (If applicable)

I would order the original wheels with the pinion gears and just be mindful when mowing that the drive should only be engaged when going straight. Also, backing up with the drive engaged when going around obstacles and things like that can cause wear on these wheels.

There is not any type of stall clutch in these little systems. The only way to stop the pinions from driving the wheels is to release the drive control lever. On some models the transmission pulley is always driving if the engine is running but the pinions do not drive until you pull the drive control lever (the bail arm).

Deep grass should not keep the wheels from turning, if grass is too thick and stops the wheels, generally the transmission belt will slip. If you hit something (like get the wheel into a fence), the pinions are going to chew the wheel. These drive systems are built to withstand a bit of abuse, but not much. In order to build the system with a clutch stall clutch mechanism, it would likely raise the cost of the machine considerably. Those type machines are considered to be "commercial" grade machines and cost a bit more.
