I am sorry to hear of the issue you're having with the cogs on the wheel stripping. I know how frustrating that is.

This is usually caused by a failing wheel adjuster bearing (part 421836) that allows play in the pinion gear. The gear doesn't ride securely within the wheel cogs and strips them prematurely. If this is just occurring on one side, that is likely the case.

If I understand the details properly, the wheels appear to be going backwards when they are on the ground, or when you lift the front in the air? Does it not self-propel forward? Are you having any issues with the drive? 

I did some research on this issue, and found nothing that mentioned an issue with wheels going backwards. I believe the transmission would prevent that from occurring. 

We will need a little more detail and insight to better troubleshoot this inquiry. However, if this issue has started after the installation of the components, we would recommend to go back through the belt and cable installation to verify they were installed properly.

Glad to help out.   Im  looking at your Craftsman lawn mower model number  917376163.  Looking at your original engine, a Briggs and Stratton engine, model number 125K02-0658-E1.

Sounds like your primer bulb went bad and needs to be replaced.   I have the primber bulb you need on the blue link below.

Primer bulb for the model 125K02-0658-E1.
