The zone control cable should move a lever on the flywheel brake on the engine. Move the bail against the handle and see if the cable is pulling the flywheel brake lever toward the rear of the engine. This movement disengages the flywheel brake so the engine can turn over.

To inspect the flywheel brake closer, remove the upper cover (blower housing) from the engine. You might find something is broken or loose in the flywheel brake assembly.

The governor arm should move freely and when you move the throttle plate and governor arm and release them they should snap back to their original position. If this is not happening, spray the linkage with carburetor cleaner or WD40 and work them back and forth 3-4 times. If the linkage is still tight, the linkage is binding somewhere. Adjust the linkage to clear the binding. If all the linkage looks good, you may need a replacement cable.

I am sorry to hear of the issue you're having with the front-left drive wheel not turning properly. I know how frustrating that is to have happen.

The only other component that could be in play that you haven't replaced would be the adjuster bearing. If these bearings go out, it can cause the pinion gear to not coincide with the teeth in the wheel, which can restrict the drive. I agree that it doesn't sound likely to be a transmission as the issue is with just the one wheel. The bearing is part number 169911.

Thanks for using ManageMyLife.com. I did some research based upon the Bob Villa edition mower, but I found that we have multiple mower models in the Bob Villa series, even lawn tractors have the Bob Villa series.

The model for the mower will be on the rear of the deck, behind the engine and between the two rear wheels. It will begin with 917 usually.

I did pull up a Bob Villa front self-propelled wheel model, 917.374431. The rear wheels are 14", but I would feel more confident having your precise model number for the part. The part number for the 14" wheel I found is 189159. If you can locate your model number, reply back to this post and I will be more than happy to confirm for you.
