I will be happy to assist you with adjusting the governor. The first think to do is the static governor adjustment. This is the adjustment made with the engine off. First, remove the blower housing to access the governor shaft. Then push the governor arm over so the throttle is wide open. Next, loosen the nut that secures the arm to the shaft. Then turn the shaft in the same direction the arm move for full throttle. Once it stops turning hold the shaft and arm in the full throttle position and tighten the nut securing the arm to the shaft. I found a video that shows this adjustment on a larger engine but the steps are the same. Click here to watch the video.

After the adjustment is made, start the engine and check the operation. If the engine RPMS need to be adjusted you can bent the tab the tension spring attaches to. The image below shows the tab and where to bend. Click on the image to enlarge it.
