I am sorry and do understand your frustration when you are trying to get some yard work done and your pulley froze.

I see you are asking about the starting pulley since it won't start and is frozen.   If you are sure in what you are doing you can get the pulley by itself and change it all but beware of the dog springs.   I always advise people to just go and get the complete starter assembly because it is only 25 dollars more and comes ready to put on and saves much headaches.   Just click on the link below and you have it handy.

Make sure there is no large clumps of grass clippings or large sticks stuck between the blade and frame of mower underneath - stopping your blade from turning. Unplug your spark plug 1st as a SAFETY Precaution. Sound like grass may be stuck between the frame and mower blades. Also if this is a self propelled unit the cable may be stuck in the engage mode for the transmission, making it hard to pull. Double check the Drive Cable is not ENGAGED and don't forget to plug the spark plug wire back in or it won't start. Hope this helps.
