Thank you for your question.

I will be happy to assist you with the tiller. I have looked up the manual for model 917.295450. The information in that manual will be accurate for your model. To change the oil start the engine and let it run for 5 minutes to warm the oil. Then remove the oil drain plug and the oil fill plug. After the oil is drained, reinstall the drain plug and refill with SAE30 motor oil.

The engine uses regular unleaded gas.

Thank you for your help Mark, Last question, You said to start the engine this tiller has not been started for at least 1 -2 years is it still safe to start the engine? I checked the oil it is full and appears clean on my finger my concern is inside the engine could it be caked up in there? Again, thank you for your assistance Regards, Erica

Erica, As long as the engine is full and the oil looks ok, I recommend starting it. You only want to let it run long enough for the oil to warm up. This will allow the oil to drain faster and it suspends any debris in the oil. If you drain the oil without starting the engine, the gunk that has settled to the bottom of the engine will not get flushed out. Please let me know if you need further assistance.
