I agree; it sounds like the carburetor is flooding once started and killing the engine. You may be able to do a thorough cleaning initially to see if that solves the issue. Pay close attention to the needle/seat and may sure the needle is able to move freely. If that doesn't work, the needle may need replacement, and a carb rebuild kit may be needed. The part number is 792006. If you would rather replace the carburetor, the part number is 591925.

Thank you for your question.  I am sorry you are having a problem with the tiller. If the wheels will not turn, I recommend looking at the shifter shaft where it goes into the transmission. You want to make sure the shaft turns when you move the shifter. If the shaft is turning the problem is in the transmission. I am sorry the manufacturer does not have a repair manual for repairing the transmission. We usually just replace the complete transmission because the labor cost to take it apart and clean all the parts comes close to the cost of replacing the transmission. If you choose to take the transmission apart, I recommend taking pictures as you go. They will come in handy when you go to put it back together. Once you are ready to split the case, lay it on a workbench and remove the screws. Then gently pry the case apart making sure all the parts stay in the lower half. As soon as you remove the case, half take some pictures of all the gear and how they are assembled in the case. Then make sure to lay the parts out in the order you remove them.
