What I like to do is to flush the engine with fresh oil while the drain plug is removed. This will ensure that all the older oil is drained. Just put a few more ounces through until it begins to drain clean oil, then you can fill it accordingly. Sometimes to get all the old oil out, you will need to tilt the engine down a ways, which can be a hassle. A little extra oil to flush is easier.

I am sorry to hear of the issue you're having with the rewind starter. I know how frustrating that can be.

I recommend removing the spark plug and try pulling the rewind starter. If it pulls out completely with the plug removed, the engine more than likely has siezed or there is an internal issue. 

If the problem persists, you will need to remove the starter from the housing. The rope could be binding on something or be tangled on the pulley or feed hole. Taking the starter off will give you access to determine the issue and fix it.
