The drive inside the tiller transmission has failed. The tiller transmission is set up to where there is a part that drives the wheels and a part that drives the tines. The ground drive is driven internally with gears and the tines are driven by gears and a chain. Since the tines are spinning, we know those gears and chain are fine.

You'll need to replace the transmission or open it up and determine what all has failed and replace those gears. I will tell you that working internally on a tiller transmission is a pretty big job. If you're not used to doing that sort of work, you may consider taking it to someone that does that sort of thing professionally.

I am sorry you are having a problem with adjusting the governor. If the engine still races after the adjustment I suspect the internal part of the governor is broken or the throttle plate on the throttle shaft is missing. I sent an email that shows how the governor works. Please use the information to aid in the repair.
