I did look into the question and your transmission is sealed so the only way to add oil is to get it serviced.  On page 13 of your Owner's Manual states that information. 

You can also visit searpartsdirect.com for parts, diagrams, and repair information.

Thank you for your question. I am sorry you are having a problem with the Craftsman tiller model number 917.292301.  The yellow plug on the engine is for checking the oil if the engine was used for a different application. Some applications block the other fill plug that is why they have two. Just use the oil fill you have access too.  I hope this is helpful. A:

The engine on your tiller takes 30W-HD oil. It will hold from 3/4 to 1 quart when drained empty.

The transmission on your tiller is sealed and non-serviceable by the end user. With that being said, it appears as though that transmission takes lithium grease instead of oil.
