I don't think another carburetor is going to solve this problem. Remove the valve cover and make sure the valves are moving up and down as you spin the engine. This could possibly be a bent pushrod or a bad valve.

I am sorry you are having a problem with tiller. I recommend checking the tines for something jammed in them. If you do not see anything jammed in the tines, remove the belt cover. Now start the engine and pull the handle to engage the tines. The belt should tighten up and turn the large pulley. If the large pulley is turning but the tines are not the transmission is the problem. If this is the case, I recommend replacing the whole transmission.
