You will need to secure the pulley to remove the nut. If you cannot hold the pulley while turning the wrench you might be able to use a strap wrench to secure the pulley underneath the transaxle fan. If you do not have a strap wrench, they are not very expensive and are sold at sears.

I am sorry to hear of the issue you're having with the tractor. I know how frustrating that is.

This sounds like an issue with one of the safety switches on the tractor. There could be a loose or dirty connection, or one of the switches themselves may need replacement. There are three safety switches, the brake/clutch switch, the blade engagement switch, or the seat switch. I would start by cleaning the contacts and make sure the connections are good. If that doesn't work, then you will need a meter to test them for continuity. I have provided a video below you can watch to see how to test them.
