I am sorry to hear of the issue you’re having with the tractor. I know how frustrating that is.

The first question is have you removed the rear wheels. The rear wheels have a square axle key that drive them. You wouldn't have needed to remove the wheels to replace the belt, but if you did, you may not have put the axle key back in. 

If the axle key is in position, the next check to make is if the drive belt is properly routed around all the pulleys. With the tractor on a level surfaced and the engine off look under the tractor at the drive belt. The belt should be free of slack and go around all of the pulleys.

If you have the freewheel control on the rear drawbar, make sure it is engaged (pushed in).

I posted a few images below that show where the idler return spring connects. One end of the spring connects to the idler arm and the other hooks into a hole on the mower deck.
