Based upon the tractor, I see the engine is a Briggs & Stratton with a model of 441777-0726-E1. This engine uses an alternator, and no regulator. The alternator is part number 696459.

The alternator is under the flywheel on this model. If you remove the engine shroud, the flywheel screen/fan, and then remove the flywheel you will see the alternator coil sitting there.

To find out if the battery is charging you need to read the output voltage of the battery with a volt meter. Test the voltage with the engine not running and nothing turned on. Start the engine and set the speed at full, and test the voltage again.

With no load and no charge the battery should read 12.6 volts dc. With the engine running full speed, the voltage should read 13-14 volts dc.

You can plug that engine model number into to see the engine schematics and parts lists.

I have the part numbers for your specific model number 917286380. For the belts, you need part number 130969 and 197253. For the blades, there are three different types. Hi-lift (138971), Mulching standard (134149), and Mulching premuim (139775).
