That little wire will be ground (negative) when the ignition is switched to "off". When the ignition is switched to "on", then it will just read nothing (it's open at that point).

To check for spark, do this: Remove the spark plug and then plug it back into the lead. Now use insulated pliers to hold the threaded base against the block. Now turn the key as if to start, and watch the tip of the plug for spark. If there is no spark then unplug the little "kill" wire on the ignition coil and check for spark again. If there is no spark now, the ignition coil has failed. If there is spark only when the kill wire is removed then there is a short in the kill wire. If you have spark when you test, then the coil is fine and the problem is something else.
