I am sorry to hear of the issue you're having with engaging the mower deck. I know how frustrating that is.

The issue could realistically be with any of the saftey switches on the tractor, as they run in circuit. You will need to test all three (PTO switch, clutch/brake switch, and seat switch) for continuity. I have posted a few videos below that should show you the basics for continuity testing on these types of switches.

I am sorry to hear of the issue you're having with the tractor. I know how frustrating that is.

This could either be an issue with the battery itself or the charging system on the tractor. With no load, you should have between 12-13v coming from the battery, as shown with a multimeter. Once the engine fires up, there should be 13-15v. If you do not have the increased voltage when the tractor is running, you have an issue with either the alternator (part 592831), or the regulator (part 797375). 

The two outside terminals on the regulator is the AC voltage input from the stator and the center terminal is the DC voltage output. You can disconnect the stator wires at the regulator and measure the AC voltage across the two alternator wires. It should produce 28 volts AC at 3600 RPM. If the voltage is correct the alternator is OK. Reconnect the two alternator wires to the regulator. The red wire coming off the regulator should produce an output of 13.8-14 volts DC or 15 DC amps at 3600 RPM. If the amperage is correct, the battery is bad. If the output is not 15 amps or 13.8 to 14 volts DC, replace the regulator.
