I am sorry to hear of the inoperable throttle control on the tractor, I know how frustrating that is to have occur.

If you follow the cable to the engine you should see a linkage that connects the carburetor to the governor arm. Start the engine and then grab that linkage or the governor arm and see if you can manually move it to increase/decrease the engine speed. If you cannot then there is a problem with the carburetor. If you can then there is very likely an issue with the governor. You can also adjust the cable. To do so, loosen that screw and move the throttle lever to full throttle. Then pull back on the cable to pull the carburetor to full throttle. Hold the cable back and tighten the screw back down to lock it. Now try the engine to make sure it accelerates properly.
If it looks like it's the carburetor you'll need to take the carburetor off and see if the throttle butterfly (the one on the back side of the carburetor) is in place. If this is the scenario you'll likely find that it's gone.
