I can understand trying to figure out what the clutch cable for the deck attaches too.

The clutch cable at the top fits in a slot for the cable just below the handle. The cable sheath fits into a bracket and the cable fits into a slot on the handle arm.

On the deck the cable fits into a slotted bracket and is held in place by a washer and hair pin clip.

The cable attaches to the idler axle that protrudes above the idler pulley with a washer on either side or a hair pin clip.

I am sorry you are having a problem with the tractor. I assume the engine will continue to run when you attempt to engage the deck. If this is what is happening I recommend checking the belt routing first. If the belt is fine, have someone move the lever (with the engine off) while you watch the idler arm on the deck. The cable should tighten up, move the idler and tighten the belt. If the cable is fine and the idler it is not moving, the pivot is likely rust. To fix this loosen the pivot bolt and soak the pivot with WD-40. Then work it back and forth until it is loose. Once free, tighten the bolt and check the operation. I hope this is helpful.
