Im looking at your model number 917275011 and the seat switch connector is probably your problem. Have a look at the seat switch. Check the plug to make sure it's plugged in securely. The switch itself could be faulty, but often we see the plug loose and it will cause the same issue. The correct bagger for a model 917.275011 garden tractor is 917.24895.

The containers for the baggers need to match the capacity of the deck. This is for the convenience of the operator.

You could modify the mounting brackets to make a 46" bagger work with a 48" deck. The discharge chutes on the deck change with model years and deck sizes. Making the chute on the bagger match the outlet of the discharge chute is the real problem.
