You would want to check the tensioner spring and pulley. If the spring  stretches a little from usage and the pulley is wearing out it could slip or not spin. Also the belt if it is stretched a little then it could effect it even more with the spring as well.

If you look on the top of the mower deck you will see the idler bracket with the cable connected to it. Where that idler bracket pivots you will see a nut (9/16 socket), loosen that nut about 2 turns and oil the pivot point up. Work the PTO lever a few times to work the oil in. Then tighten the nut back up (but not too much) and it should be easier to move. If it's not, you will need to take the pivot point apart and clean everything up (rust) and then oil it good and put it back together.
