I am sorry and do understand your frustration when there is parts needed for the tractor.
 
Glad to help out.   Im  looking at your Craftsman Tractor model number 917.273755.

Good question and yes.   You get the mandrell complete.   It has the Housing, the shaft with lower bearing, the upper bearing, all pressed in and ready to install.   It does not include the pulley at the top nor does it include the bolts that are used to tighten it down.   There are 3 bolts that are self threaded and need to order new ones everytime you have to change the housing.  You can see the picture when you click on the bottom link please.

See my photo below to assist with this repair. You'll notice the brake tension nut on the right side of the transmission. Tighten that nut about a half turn and then see if the mower stops normally. If it does not, tighten the nut another half turn and check it again. Basically, the machine should come to a complete stop in less than 6 feet at full speed.
