can I substitute a cotter pin for an axle key 917273620 Craftsman Lawn tractor

I am sorry to hear of the issue you've had with the front tire coming off the spindle while driving. I know how concerning that must have been to have happen.

The front tires on this tractor do not use axle keys like the rear shafts do, I presume you are referring to the E-clip that holds the tire on the spindle. 

I wouldn't necessarily see an issue with using a cotter pin to temporarily secure the wheel to the spindle, as long as the cotter pin provided a secure fit. It would be recommended however to use the E-clip, as it was specifically used for that application. The part number for the clip is 12000029, and it can be purchased at Sears Parts, which I have linked below for convenience.
