The arms just sit on the the mounting point and a bolt holds them in place. They each have a spring to hold pressure against them.

If the arm is cutting the belt then I suspect there is something else going on beside the arm being mounted incorrectly. Perhaps one of the mandrel pulleys is sitting too low (due to a mandrel problem) or maybe the belt is routed incorrectly.

I don't think the brake rod spring being broken will cause this situation to occur. Check the belt carefully to make sure it is on correctly and tight. Make sure the bypass lever is pushed in. If those 2 things look good then the transmission is likely the problem. If you have had one of the rear wheels off recently, the wheel key may have been left out and this would cause the transmission to not move the tractor.

Thank you for your question.

I am sorry you are having a problem with the tractor. I know the drive belt is fine because it will go in reverse. If the tractor will not attempt to go forward at all, I recommend checking the linkage from the forward pedal to the transaxle. If it is fine, try to purge the transaxle. The instructions for purging the transaxle are located in the owner's manual. I have also included basic instructions for purging the transaxle in the second image. If the tractor still will not drive after purging follow the instructions in the first image below. Is has the instructions for checking the fluid and the brakes. Please let me know if you need further assistance on the tractor.
