I would try adjusting the deck first under the service/maintenance section of the manual. Do both the side to side and front to back adjustments. If this does not completely solve the issue, you could look at a gauge wheel kit on Sears.com. I have linked it below for convenience.

Thank you for your inquiry on your Craftsman Tractor, Model: 917.273399. From reviewing the details on your model, the voltage to the spark plug comes from the ignition module on the engine. When the magnets on the flywheel pass by the coil on the ignition module it generates voltage and discharges it through the spark plug wire to the spark plug. The ignition module has a wire attached to it from the tractor ignition switch. This wire grounds the ignition module and kills the spark. Something in the tractor might be killing the spark or you might have a bad ignition module. If you remove the grounding wire from the ignition module and it still doesn't spark, the ignition module is bad.

Safety Warning: Before beginning the repair, disconnect the direct power supply to the tractor to prevent the risk of injury or any electrical shock.

Sorry to hear of the loose blade on the mower deck, that is definitely frustrating to have occur.
Since you've verified that you've properly torqued the pulley nut and the blade bolt, the only things that seem logical is that you are missing one of the washers for the blade bolt, the washers are not in proper order, or your could have possibly cross threaded the blade bolt on the way in. Is the washer underneath the pulley as well? 
This is not a common issue, so I suspect that you are either missing a washer, or the washer's were not put back in the proper placement.
