I recommend checking the engine for spark first. If you do not have spark, remove the kill wire from the module. Then check for spark again. If there is no spark, the module is defective. It can also be an issue with the fuel or the compression. Usually the carburetor needs to be cleaned because it has been sitting. Once the carburetor is cleaned, fill the tank with fresh fuel and check the operation. To check the compression you need to remove the spark plug. Then tuck the spark plug wire out of the way. Put your finger over the spark plug hole to seal it. The compression should blow past your finger. If it does not the engine has an internal problem.

Make sure you have the blades disengaged as this will keep the engine from starting. If the blade lever is down and the fuse is good then there likely something going on with a safety switch. I have attached a diagram to help you diagnose a no start situation.

I typically will grab the axle cap with pliers and work it off. If the cap is really stiff from age/dry rot you can use a screwdriver to assist in prying it off. Once the cap is removed there will be a C-clip holding the wheel on. Use a flat head screwdriver to push the clip off. Use pliers to put the clip back when you're done.
