I am sorry to hear of the issue you're having with the tractor. I know how frustrating that is.

I agree; this definitely seems to be a safety switch issue. However, it could be with any of the safety switches as they run in tandom. It could be with the brake switch, blade switch, or the seat switch. I would start with the brake switch to see if that is the issue. It will down by the brake/clutch assembly. When you depress it, it pushes the button on the switch. You will need to check the connections to the switches to make sure they are secure, as well as clean the contacts. If that doesn't help, you will need to check them for continuity. I have posted a video below to help you.

I am sorry to hear of the flooding engine. I know how frustrating that is. 

This Briggs engine does have a pump, but I would not suspect that as an issue. It very well could be that the needle inside of the carburetor is not sealing and is allowing it to flood. Even if the carburetor looked cleaned, it may need to be rebuilt. I would focus on the carburetor, as that is the most likely suspect to this type of issue. If you want to rebuild the carburetor, the part number is 694056. The needle valve is part number 394682. I would opt for a rebuild.
