This problem is most likely caused by the seat switch. Look under the seat for the switch and unplug it. Make sure the contacts are clean then plug it back in and push the plug tight against the switch and then try the mower out. If everything works as it should, wrap a zip-tie around the plug and switch to hold them tight.

If it does not change anything it may be the switch or the plug causing the problem.

That transmission will take about at quart of 80W90 oil to fill it. That may vary by an ounce or 2, but a full quart is what the manufacturer states.
