I am sorry to hear of the issue you're having with the tractor. I know how frustrating that is.

This sounds like an issue with one of the safety switches. It will likely be the brake/clutch switch or the seat switch. In order to identify which is at fault, you will need to test the switches for continuity with a meter. To help you, I have posted a short video below that shows how to test the switches.

A:

Check the belt to make sure it is on each of the pulleys. Once you're sure that it is, check the spring on the clutching idler to make sure it is not broken. The bracket for the clutching idler pivots and should be able to move and back and forth when the clutch/brake pedal is moved.

I have attached a drawing of these components. They are located on the front right side of the tractor.
