Sorry to hear of the issue you're having with the tractor. I know how inconvenient issues like this are to have happen.
If you've recently replaced the ground drive belt, I recommend checking the belt routing first. If the belt is routed correctly, you should check the brake return spring next. 
For convenience, I have identified the brake return spring and have linked it below. While checking that spring, I would do a visual inspection of the other springs and replace them as needed. If one is weak or damaged, there's a strong liklihood the others are right behind it.

Based upon Craftsman tractor model 917.259830, I see it has a hydrostatic transmission with a model of 319-0650.
Based upon the transmission model, you will use 80 ounces from empty of 20W50 motor oil to refill the Hydrostatic transaxle. If you're just topping it off, you can measure down from the top vent plug 1 1/4" to 1 1/2" from the top for the proper amount in the Hydro.
