mower deck not engaging

I am sorry you are having a problem with the tractor. I suspect the problem you are having is the belt is not tightening when you engage the blades. If this is what is happening I recommend checking the belt routing first. If the belt is fine, have someone move the lever while you watch the idler arm on the deck. When the lever is lifted, the linkage should pull the idler on the mower deck and tighten the blade. If the linkage is connected and the idler it is not moving, the pivot is likely rusted. To fix this loosen the pivot bolt and soak the pivot with WD-40. Then work it back and forth until it is loose. Once free, tighten the bolt and check the operation. I hope this is helpful.

If this is the original engine in the tractor then the valves cannot be adjusted. Your engine does not show to be in overhead valve (OHV) type engine.

I tend to think the solenoid may be the problem with your tractor. If you have a volt meter, you can check for voltage at the starter when you try to start the engine. You should read right about the same voltage as what's on the battery at that time. I do feel though that the solenoid will be the issue.
