If the tractor will not drive unless the PTO switch is pulled out then the drive pulled was placed on the PTO pulley, which is incorrect. Above the PTO clutch there is a little pulley on the crankshaft that is for the drive belt. You'll most likely need to take the PTO clutch back off in order to put the drive belt on the correct pulley.

Thanks Wade also is there a felt washer like thing in or around electric clutch that my have come off when taking clutch off found one under where I was working dont remember seeing it when I took clutch off .. Also there isnt any spacers on shaft when u put clutch on is there

Double check the model number you gave me. I show this to be an old model that does not use an electric PTO. I've never seen a felt washer on a Craftsman model, but anything is possible. In regards to spacers, I'll need the correct model to know for sure because there are some models that use them and other don't.
