Thank you for your question on the tractor mounted snow thrower for the tractor.

I am not sure if you are talking about the brake on the belt path for the snow thrower attachment or the brake on the tractor.

If you are referring to the one on the 842.24063 snow thrower there is a v-belt popper bracket next to the brake that could be causing the problem. I cannot authorize removal of any safety mechanism on the snow thrower. You may be able to re-route the belt so it will not rub on the brake arm of the snow thrower drive belt.

This is a very old model snow thrower attachment and it could be some wear or binding of the parts that may be loosened up with some lubricant.
