I am sorry to hear of the issue you're having with the carburetor flooding and surging issue on the tractor. I know how frustrating that is to have happen.

If the solenoid was not working, it typically wouldn't allow any fuel in, which doesn't seem to be the case. I suspect that upon the initial cleaning, there may have been a piece of varnish or gelatin that was missed, which was lodged into the main jet. The surging is a symptom of lack of fuel, and a clogged jet would cause that issue. I would recommend disassembling the carburetor again, and doing another thorough cleaning. Pay very close attention to any orifice or passageway, as well as the main jet. A bread tie wire works well with unplugging the jets and passageways. Use the straw attachment for the carb cleaner to shoot through them as well.

Thank You for choosing SearsPartsDirect.com. I know how frustrating it is when you spend a considerable amount on new tractor parts only to have another issue come up. You mention that you have recently replaced $175.00 for deck parts, but didn't mention which parts you replaced specifically. A smoking deck or blade belt is usually caused by an incorrect routing of the belt around the pulleys or a siezed pulley that is not spinning freely. When installing the belt, make sure to turn the pulleys to ensure they are free and spin smoothly. Then place the belts around the pulleys paying close attention to the belt guides. If the belt is on the wrong side of a belt guide, the belt will smoke when the tractor is engaged. I have included some links to our PartsDirect page where you can download your manual for installation instructions on the deck belt as well as where you can locate deck parts such as the pulleys or other deck components that may need to be serviced.
