Check the belt on the mower deck to make sure it is not broke and that it is on all the pulleys. If the belt looks to be fine then the cable that leads from up under the dash area down to the mower deck may be broken on one end or the other. Check both ends of that cable to verify its condition. If the cable looks good then the pivot on the mower deck may be seized up. If you look where the cable connects on the mower deck, that arm should pivot when the lever is engaged. If the cable is fine and the arm does not pivot, loosen the bolt where the arm is bolted down. Oil that point just a little bit and then see if anything changes when you work the handle back and forth.
