I am sorry to hear of the issue you’re having disengaging the blades on the tractor. I know how frustrating that is.

The blade engagement/disengagement is controlled by a series of clutch rods that actuate the idler pulley and idler arm.

With the engine off, look at the idler pulleys for the deck while someone engages and disengages the deck. Check all the clutch rods to make sure they are not binding. The idler pulleys should rotate and create slack in the deck belt when the deck is disengaged.

Usually this is caused when the idler pulley linkage and bracket are corroded and do not rotate properly. Chances are you can correct it with a can of WD40.
