The adjustments for the deck are meant in case it's not level on either side, whereas one side cuts lower or higher than the other. There is also a front to back adjustment that will be needed after the side to side adjustment. Both of these adjustments should be done at the deck's highest level. These are covered in detail on page 21 of the owner's manual.

I'm sorry you did not answer my question, but before I restate it I want to tell you I did everything that the manual and online video says to do....The problem is neither the manual or online video or you answer the question, the deck is set to it's highest point using the raise/lower arm/handle but do you also turn the blade ( for cutting the grass shorter/longer ) to it's highest point. I have tried everything the manual says and double checked all parts of the deck and I still cannot get it even.

Looking at the information for craftsman model 917.256550. I see you have checked the float on the engine, some times there's a choke lever on these carburetors that might be stuck open. Look around the top of the carb, or maybe the lever control for choke. Also Check all throttle cables and any spring that deal with transferring power to that motor.
