Thank you for your question on the tractor not starting.

Due to its age I would suspect on of the two relays that plugs into the wire harness down by where the fuse plugs into the harness. The relay with the two blue wires is the one I suspect is the problem.

By pushing the clutch and the light on the dash changes tells me the clutch safety switch is working.

They are key number 4 on the parts picture listed below.

I would suggest either replacing the relay or reversing them in the harness to see if you can get the tractor to start.

Relay for model 917.255251 .

Because of the pedal light you're seeing, I believe there is a problem with the clutch/brake safety switch. Check down on the left side of the tractor, beneath the dash, to find the switch. Make sure it is plugged in securely and the terminals are clean. If everything appears normal with the switch then it's most likely that the switch has failed.
