The carburetors that are on these engines are notorious for leaking gas and causing the engine to flood. I have one on a generator that I'm constantly having to tinker with. I ended up adding an inline fuel valve to shut the fuel off when the engine is not running for this very reason.

If you used a carburetor rebuild kit when you went through the carburetor then there is either something causing the needle to not seat (debris) or the carburetor is just worn out and the kit is not able to correct it. I do show that this carburetor is still available, but it is a pretty high dollar carb (around $200).

Does the tractor spin over when you try to start? If not then the problem may be with the starter or solenoid. If the engine does spin, check to see if there is spark on the spark plug when you try to start. If there is no spark then the problem could possibly be with a safety switch. I'm trying to locate a reasonable schematic for this old model to see if there is anything that may help us figure out what's going on.
