Craftsman riding lawn mower won't start 917252450 Craftsman Tractor

If you turn the key to the run position and a 30amp fuse is blowing you have a short to ground. There is likely a wire that is open and going directly to ground.

I would begin checking everything carefully from the battery on back till you find the problem.

Check anywhere wires runs beside, under, or on top of any sharp metal piece for a bare spot, then if you find one, tape it up. Also, check the place where the battery negative or black cable goes to ground to see if the connection is rusty or loose. Check where the wires come out from under the flywheel cover, as there might be a bare wire there. Check where the headlight wires plug together near the hood hinges and make sure the battery connections are tight.

If you start at the solenoid you should see a small red wire, follow that wire up to the fuse, then to the amp meter, and then over to the ignition switch. Make sure there are no spots on that wire that are pinched or skinned up. If that looks good, follow the white wire from the ignition switch and over to the PTO switch looking for anything odd about it. If that looks good then the problem is most likely to be the ignition switch.

I wasn’t able to locate the exact model’s manual, but I found one that was one revision of the same tractor newer. They will essentially be the same tractor. Just don’t use the part numbers as they could slightly differ on certain parts.

Re substitute for fuel filter 691035 for lawn tractor 917.252451 917.252451

Unfortunately, I think you may have been sent the wrong part, because 691035 would also be a cylinder fuel filter with the arrow indicating fuel flow. That part number should not be a disc-shape. 
Irregardless, based upon tractor 917.252451, I see you have a Briggs & Stratton engine with a model of 289707-0168-01. Based upon that engine model number, you should have ordered filter 394358S, which is the OEM fuel filter for that engine. It's always best to stick with original parts. 
I would recommend returning the filter you have and order the correct one as specified above. For convenience, I have provided a blue link below that you may click on to be directed to the SearsParts site to view and purchase the original filter for this engine.
