Have a Craftsman garden tractor, model# 917.25060, running to fast and backfires when you turn off the ignition.

Based on your being able to control the throttle by hand but not with the lever, that tells me the governor gear in the engine has spun off the shaft. The bad news is that the governor gear (pt 31947) is no longer in production. Tecumseh went out of business a couple of years back so I don't know of any way to find a gear. You may want to search around on the internet or a local shop to see if you can find a governor gear for it, but you may not find one as this is pretty old.

If you do get lucky and find one, you will need to remove the engine from the tractor and open it up to replace the gear. If you're used to doing that type of work, you may want to consider having a technician take care of that for you as it can be a little bit of a job.
